The ratio 1/8 is the ratio (model)/(full sized object). So the ratio it equals also needs to be (model)/(full sized object). You don't tell us but I suspect that the 48 feet is the size of the full sized-object, not the model. In that case, the ratio should be 1/8 = x/48 rather than 1/8 = 48/x. The model would then have a size of x = 6.
