What we have here is a point-slope problem, and we need to convert it into standard form.
y - y1 = m(x - x1)
Now we plug in the point and the value of m:
y - 7 = 2/3(x - (-3))
y - 7 = 2/3(x + 3)
y - 7 = 2/3 x + 2
From here, just mathematically move the variables to one side of the equals sign and the constants to the other side, and you'll have it in standard form.
