How do I explain neap tides?

Neap tides occur when the moon, Earth, and Sun are at right angles to each other. So the moon would be in either the first or last quarter phase. Here the moon and Sun gravity do not add together as they do in the Spring tides. With Neap Tides there is not much of a difference between the high and low tides.
