Because solar panels require sunlight to charge, both of your forest options (deciduous and taiga) are going to have too much shade for solar energy to be efficient. Both the desert and the tundra have limited vegetation that would block the sunlight, but sunlight in and of itself is quite limited in the tundra. This means the desert would be the most efficient and useful place to harness solar energy.
