It is not just the 128-civics questions; there are additional requirements to: a- SPEAK, b- UNDERSTAND, c- READ A SENTENCE, and d- WRITE A SENTENCE in English (unless you qualify for language exceptions). I am fully bilingual (English/Spanish) and can help explain the meaning and definition of words that the official may ask you while checking your understanding of the English language.
