My experience at the elementary level, I was the math specialist for the building. I worked with small groups for comprehension. My efforts directly impacted my school to be removed from the "Needs to Improve" list. I also had success when teaching 8th graders Regents Algebra and had a 88% passing rate on the state exam.
On a final note, I feel it's necessary to share critical content areas that students need to have a sound understanding in. These include fractions, decimals, and percents......converting from one to the other to the other. The other area of equal or more importance is understanding integers. Adding, subtracting, multiplying, and dividing (+,-) numbers.
I believe that connecting (in a personable way) with students is critical for both the teacher and student when learning and understanding is the goal.
