I spent 18 years living in Taiwan. I received my Chinese education during my elementary school years, which helped me develop fluency in reading, writing, and speaking Chinese. My parents speak English, which allowed me to learn both Chinese and English like they were my mother tongue.
Have spoken Chinese for most of my life. Fluent in all aspects of it.
