David earned a master’s and Doctorate in Education integrating e-learning, innovation diffusion, and behavior analysis from West Virginia University with Julie Skinner Vargas, daughter of B. F. Skinner. In 1997, David’s first publication was a book chapter about smoking control education delivered 100% online. David is a Licensed Behavior Specialist in Pennsylvania, providing services in-person and via online telehealth. Dr. and Mrs. F. are proud parents of an adult son with autism who drives, works 2 jobs, and lives independently. David is a native Hoosier, having lived and worked in Indiana, West Virginia, Manhattan, NYC, and Bucks County, PA.
