I think the directions are just asking for a "story" to use as an example of an equation.
So, if they say "create a verbal expression of x + y = 12,"
you might say "Abby has some jelly beans, and Gabby also has some jelly beans. Together they have 12 jelly beans."
Or if the equation was "x + 7 = 12," you could write, "Abby has some jelly beans, and Gabby has 7 jelly beans. If they have 12 jelly beans together, how many does Abby have?"
(Hey, why does Gabby get more jelly beans?!?)
