If I understand your question correctly, you are trying to convert -1 7/16 to an improper fraction. Were you trying to do it on a calculator?

When converting mixed fractions to improper fractions always remember to multiply the denominator to the whole number and then add the product to the numerator. 

Here, -1 is the whole number, 7 is the numerator and 16 is the denominator. Keep in mind that the negative is for the entire mixed fraction so, it's -1 and (-7/16). So to solve this, (16)(-1)= -16 and (-16)+(-7)= -23. Therefore, your answer is -(23/16)

I think I know where you are getting confused. You have to think of the whole number and the fraction as negative, because the negative is for the entire mixed number. For your problem specifically you want to do this: -1 and -7/16, (-1)(16) = -16, -16 + -7 = -23, answer: -23/16
