For the most part you can treat this like an equality. First get the like terms together

3 - 5x ≤ 2x - 11

add 11 to both sides to get rid of -11 on the right

14 - 5x ≤ 2x

now add 5x to both sides to get rid of -5x

14 ≤ 7x

now divide by 7 to get x by itself

14/7 ≤ x or **2 ≤ x**

you only get into trouble with the inequality when you start doing things like dividing both sides by a negative. If you do divide by a negative you have to reverse the inequality symbol.
