It looks like the question may be missing a piece of information (e.g. I'm a little unsure what you mean by "but before the additional 1/4 off").
But to find the price of the lacrosse stick with a 60% discount, you would multiply the original price ($60) by 1 minus the percentage that is discounted (60/100). I.e. $60(1 - 60/100), so $60(40/100) or $60(.4), which equals $24.
