Equation of new line is parallel to the first line y = 2x + 1.
Therefore, it will have the same slope (m = 2).
This line must pass thru the point (1,-3).
Equation of a line: y = mx + b
Solving for b for the new line using m = 2 and (1,-3):
(-3) = 2(1) + b
-3 = 2 + b
b = -5
Equation of new line is y = 2x - 5
Rearrange to standard form (Ax + By = C)
-2x + y = -5
