Quick Sentence Type Question

This sentence has been stuck in my head ever since I apparently incorrectly identified its structure.

The civilians had to stay indoors during the war.

I started that this sentence was simple, as it is only composed of one independent clause. However, my instructor marked this incorrect as he stated that 'during the war' is dependent, making the sentence complex. However, isn't 'during the war' a prepositional phrase?
