Express your answer as a percentage.

Typical fresh water usage is approximately 150 litres per day per person. If all of this water came from a desalination plant with an energy cost of 4 kWh(e)/m3 what percentage would this be of the average Australians daily per-capita electricty consumption of 33 kWh(e)/d/p?

No, you're dividing backwards. You want the percent the water energy is out of the total, so
water energy / 33 *100%

0.15x4 = 0.6
0.6x100% = 60
60/33 = 1.828
