Colonial Charters were empowered when the king gave a grant of exclusive powers for the governance of land to proprietors or a settlement company.
So, ask yourself, would you be more receptive to settling in a place where you had power to govern, or wpuld you be mpore receptive to settling in a lace where you had no defined power of governance?
