The amount of water passing through a pipe does not increase linearly with diameter. You have to calculate the cross-sectional area of the pipe, which is 25pi, and multiply that by 30 to get 750pi. So the new pipe should have a radius of about 27.3cm in order to give a pipe with 30 times more flow.
