OSHA doesn't apply to individuals.
It is Occupational safety - it only applies to employers and workers in a workplace.
You can buy cylinders of hydrogen, can't imagine why an experiment would be bad.
We use to do it all the time in one of my schools.
Students had to collect hydrogen and oxygen in a small plastic pipette (1.5 to 2 cc)
and see what lab group could make the loudest pop squirting it into a flame..
Then tell how to get a loud pop.
Get the ratio right. - 2:1 - H2O - So all the gas would be exploded.
