Well technically all blood has some oxygen in it and is oxygenated.
But is the spirit of the question -
What bio teachers usually call oxygenated blood is the blood that has Just been in the lungs to pick up more/new oxygen and is being pumped TO the cells of the body - Verses bringing blood back to the lungs.
 
A) has come FROM the body cells is going through the heart pumped TO the lungs to get O2
B) is moving FROM the body cells back to the heart to be pumped TO the lungs for more O2
C) has come FROM the LUNGS and is going TO the body cells WITH more/new O2
D) coming FROM the body (liver) cells back to the heart to be pumped TO the lungs for more O2
