First we use a reference for the # of stamps. Since everything is related to the number of 18 cent stamps, we let the # of 18 cent stamps be a reference.

X= # of 18 cent stamps.

Writing an equation using the reference X,

(0.18) * X + (0.08) * 2* X + (0.13) * (X + 3) = 3.68

Solve for X to get # of 18 cent stamps, and then use the relation between 18 cent stamps and 8 cent stamps to solve for how many 8 cent stamps is in the collection.
