"C" would be the appropriate answer here; while "A" may involve evidence of why it may have been inevitable, "C" is the best illustration of this idea, in part to the imagery of fire used in the example.
I agree with Jordan. C is the only answer that best describes how the war was inevitable, or unavoidable.
 
A, B and D all describe legalities surrounding our nation at the time, and do nothing to actually describe WHY the war (this great crisis) was unavoidable (because of the smaller, smouldering fires bursting into flames)
