Start with y = |x|.
 
Stretch by 1/2 vertically: y → y/(1/2)
 
y/(1/2) = |x| or y = (1/2) |x|
 
Translate by <-4,-3>: x → x - (-4) = x + 4; y → y - (-3) = y + 3
 
y + 3 = (1/2) |x + 4| or y = (1/2) |x + 4| - 3
