The basic organization was one of a system of "Checks and Balances". Different branches of the government had
certain powers. Other branches were there to check that power, veto, if enough of them were against what was
being considered to be law. No one branch of the government had the upper hand when it came to ruling the new
nation. They wanted to rule by the majority of voters.
These colonists had been under the rule of the king of England. They did not want to establish a government that remotely modeled the one they had left. The federal government had power, the states, themselves, also had power. They really tried to make it so that everyone involved felt they had a say as to how they were to be governed.
