help i've tried many steps but this seems to be a hard problem of mine

y=mx+b
m is the slope.
b is the y-intercept, the value of y when x=0.
Any equation parallel to it has the same slope, but different y-intercept.
y=2x+b
Let's plug-in the point provided...
1=[(2)(-4)]+b
1=-8+b
Let's add 8 to both sides...
8+1=-8+b+8
9=b
y=2x+9
