The first statement says:

We have x students they pay 2.75 and the total income is greater than 1,168.75

so 2.75 * X ≥ 1,168.75

The second statment is:

We have x students they pay 2.75 and the total income is less than 1,438.25

so 2.75 * X ≤ 1,438.25

so 2.75 * X ≤ 1,438.25

if we combine them into one:

1,168.75 ≤ 2.75 * X ≤ 1,438.25

divide by 2.75

425 ≤ X ≤ 523

In English the above inequality says, The total number of students is between 425 and 523 students.
