Total snowfall = 25inches
february = f (since we don't know how much)
january snowfall = nine more than February = f + 9
 
We add January and February snowfall for the total
f +9 + f = 25
combine like terms
2f + 9 =25
subtract 9 from both sides
2f =16
f =8 inches for February 
january was 9 more inches which makes 17 inches
