Clearly, since both the right side and left side of the equation have 7 as the numerator, 4(b-1)=8 ... b-1 = 2 ... b = 3
 
Or, you can cross-multiply:  8*7 = 4*7*(b-1) ... 56 = 28(b-1) ... b-1 =2 ... b=3
