According to http://www.history.navy.mil/museums/keyport/html/sealab2.htm, yes, the SEALAB II mission "raised an old navy jet fighter to the surface using syntactic foam." Thus this was a salvage operation, but I don't know if it could also be termed an "experiment."
 
This article also reports that the divers (i.e., apparently, the crew of SEALAB II) "tested undersea tools," though for what specific purpose is unstated, but the verb tested implies a kind of experimentation.
