Hi Shirley;
I assume this is (1/3)x+5=-4
Let's isolate x...
Let's subtract 5 from both sides...
(1/3)x+5-5=-4-5
(1/3)x=-9
Let's multiply both sides by 3...
(3)(1/3)x=-9(3)
x=-27

Or maybe this is [1/(3x)]+5=-4
Let's combine like terms by moving the constant on the left to the right.
Let's do this by subtracting 5 from both sides...
[1/(3x)]+5-5=-4-5
1/(3x)=-9
Let's flip both sides by converting [1/(3x)] into [(3x)/1] and -9 into -1/9...
3x/1=-1/9
3x=-1/9
Let's multiply both sides by 1/3...
(1/3)(3x)=(-1/9)(1/3)
x=-1/27
