A) If you look at the table, the far right column is the year 2000. The percentage right below it would answer this question.
B) To get an average, you add up all of the percentages, then divide by the number of percentages.
So, 17.3 + 17.5 + 17.5 + 16.6 = 68.9. We have 4 percentages, so we divide that by 4, and we get 17.225. Depending on what your teacher has asked for, you can answer with 17.225 or you can round to 17.23.
