About Robert

I have been teaching upper division university courses for five and half years. I have a Master of Public Administration degree. I am a graduate of the Federal Executive Institute, U.S. Border Patrol Academy, San Diego County Sheriff’s Academy and various advanced law enforcement courses at the Federal Law Enforcement Training Centers (FLETC). I have a Bachelor Science degree in Biology. Since 2010 I have taught approximately 50 upper division classes with approximately 800 students. I complete teacher continuing education workshops and training at least each quarter of the year.

I was a Chief at U.S. Immigration and Customs Enforcement (ICE) Headquarters and the Deputy Field Office Director of an ICE Field Office managing 900 federal and contract employees. I served as the National President of the Immigration and Naturalization Service (INS) employees’ labor Union where I represented 15,000 INS law enforcement and support employees around the world. I was a Deputy Warden, a Director, and the Vice President at LCS Corrections Services, a private prison company. Early in my career I was a local Police Officer and a Border Patrol Agent.

In addition to teaching university courses I am a Consultant with Akima Global Services consulting on several government law enforcement contracts. In 2015 I worked as a subject matter expert (SME) on a team developing a training program proposal for the national law enforcement agencies of the Kingdom of Saudi Arabia.

I have thirty years of extensive experience as an executive in the federal government and the private sector. I have engaged in public presentations and panel discussions at the national level in forums such as the U.S. Congressional Subcommittee Hearings, the Congressional House Hispanic Caucus Forum, American Correctional Association (ACA) Conferences, USINS Commissioner's Conferences and others. My experience includes interviews by the national media including key roles in CNN Lou Dobbs' "Broken Borders" series and National Geographic Explorer Lucy Liu's "Border Security" series.

I am active in local government and political programs. I have served as the Vice President of the City Parks and Recreation Commission, a Representative to the County Commission on Children, Youth and Families, a volunteer Guide at Palo Alto National Battlefield, a volunteer Arbitrator and Mediator for the Better Business Bureau of South Texas, an Election Judge for the Cameron County, a Delegate to the Texas State Political Party Conventions, a Member of the Political Party County Executive Board, and as Member of Congressman Ruben Hinojosa’s Rio Grande Valley Elder Abuse Awareness Taskforce.


I have a Bachelor of Science degree in Biology. I have additional Human Biology training as a Navy Hospital Corpsman. I worked as a Biologist Assistant in the Everglades National Park and Prescott National Forest.

I completed 45 graduate units in Law School education. I completed 24 semester units in Criminal Justice at Southwest College. I am a graduate of the San Diego County Sheriff's Academy and the U.S. Border Patrol Academy. I was a local and federal law enforcement officer for 24 years. I have been a Criminal Justice instructor at the University of Phoenix since June 2010 continuing to the present.

I enjoy teaching. I took every opportunity to teach courses during my career with the government. Since I retired from government service I have taught at the university level because I enjoy it. Biology

I have an Associate of Science degree in Biology and Bachelor of Science degree in Biology. I have completed advanced training in human anatomy, physiology, and medical care from the Naval School of Health Sciences and the Navy Aerospace Physiology Training Unit.

I have worked in health care, emergency medical care, aerospace physiology, and as an assistant Wildlife Biologist. As a volunteer at the National Park Service, Palo Alto National Battlefield, Brownsville, Texas I provided natural science education to visitors. In 2009 I conducted a biological survey of the birds and other wildlife in the park. The visitors to Palo Alto regularly include groups of school students. I did provide those students with natural science educational presentations. I have been a part time university instructor since 2010.

Criminal Justice

I have taught Criminal Justice courses at the University of Phoenix since June 2010. I qualified to teach at the university level based on my twenty-four years experience as a local and federal law enforcement officer and my Master of Public Administration degree. I am also a graduate of the San Diego County Sheriff's Academy, the U.S. Border Patrol Academy and various advanced courses at the Federal Law Enforcement Training Centers (FLETC).

Political Science

I have a Master of Public Administration degree. I complete the Leadership in a Democratic Society course at the Federal Executive Institute which is approved by the American Council on Education (ACE) for 12 graduate semester units in political science and government. I have been appointed to and served on city, county and federal commissions and committees. I was an executive at the highest levels of the federal government actually implementing political science theory in national government through the creation of policies and federal regulations. This included interaction with Congressional leaders and their staff and testimony before Congressional Committees. I have practical political science experience in addition to graduate education in this subject.
