My professional experience includes Senior Design Engineer/Principal where I provide civil/structural design, hydraulic design and drafting support for land development projects; conduct environmental site assessments/jurisdictional wetlands delineations; conduct asbestos inspections; analyze geotechnical conditions for site work preparation and recommend design of structural foundations and pavement; inspect commercial buildings for structural integrity and conformance to building codes; provide design recommendations for commercial and residential foundation walls; design segmented retaining walls for commercial property; and conduct laboratory tests on construction materials (soil, concrete, steel). More specifically, I serve as a geo-structural engineer (foundation soil and substructure) and lead hydrologist for a small design and testing firm. I also serve as an Adjunct Professor of Mathematics and Physical Sciences at junior and senior level colleges/universities.

My formal education includes a Master of Business Administration (MBA) from Southern Wesleyan University with a concentration in accounting, economics, and advanced financial management; an Associate in Science in Mathematics & Natural Sciences from Thomas Edison State College with a concentration in applied mathematics; graduate level higher mathematics from Converse College and Texas A&M University including Partial Differential Equations, Residual Calculus, and Statistics for Research; a Master of Engineering in Civil Engineering from Texas A&M University with a concentration in Water Resources and Environmental Engineering; a Bachelor of Science in Civil Engineering from Clemson University with a concentration and research in water resources and physical hydraulic modeling; and undergraduate mathematics from the College of Charleston including Calculus, Advanced Calculus, Introduction to Real Analysis, and Ordinary Differential Equations. Additionally, I am a Registered Professional Engineer in four states, a Registered Professional Hydrologist, a Certified Floodplain Manager, and a Board Certified Structural Engineer. Over my career of almost 20 years, I have continuously pursued further technical education to enhance and update my technical knowledge to meet the technological changes with time.

I have taught Probability & Statistics on a college level with applications to determine insurance rates and risks. My teaching included specific examples of relating flood insurance rates with the finished floor elevation of structures within a designated floodplain. The finished floor elevation was then compared to the base flood elevation (100-year storm event) to determine the risk. This risk is calculated using probabilities of occurrence and potential damage. The probability of a flood event was incorporated into the probability of a single, independent event occurring. Each flood event was considered an independent event; however, the probability of repeated events occurring was determined to be much smaller. I am also a Registered Professional Hydrologist with the American Institute of Hydrology with a specialty in flood studies used by flood insurance agents to determine appropriate rates based upon associated risks. These flood studies were submitted to the Federal Emergency Managemet Agency (FEMA) for approval on the federal level. Approvals are then incorporated into the Flood Insurance Rate Maps (FIRMs), and the FIRMs are updated. Specifically, I am considered an expert on the technical aspects of the FIRMs as I am a Certified Floodplain Manager, which is achieved via examination and maintained through approved continuing education comprised of updates in technical aspects and regulations pertaining to the Flood Insurance Act and flood insurance programs seeking recertification.

Many of the mathematical and statistical models that I have developed have been used to forecast maintenance and refurbishment to impaired water bodies and hypoxic/anoxic situations. Statistical profiling of cross-sectional areas of water bodies provides a visualization of the health of a particular water body and can be used for comparison to established standards for water in accordance to its use (drinking, recreation, effluent, etc.).

Excellent geometry teacher.

Charles is articulate and very good at translating mathematics into comprehensible English. He explained the lesson, worked an example problem, and then had the student work a problem(s) to prove knowledge and proficiency. Following the lesson, he emailed a summary review or summarized class notes which were very helpful. He's a good teacher and was definitely worth the time, money, and effort.
