Owens (NY-11), I have acquired a combined expertise in career development, leadership development, public policy and coalition building.

Government & Politics

I have professional experience specializing in the representation of health and education interests, non-profit entities, state and local governments and corporate entities. I have represented not only large public and private research universities, but have specialized in the representation of State Offices of Minority Health. My career includes government relations and Washington experience representing the Association of Private Sector Colleges and Universities, Independent Sector, United for a Fair Economy and the National Association of State Offices of Minority Health as well as both corporate and non-profit interests in appropriations, budget, tax, technology, and infrastructure development.

I am a talented management consultant with experience in government relations, leadership development, coalition building, strategic planning, program design, strategic partnerships, grant administration and qualitative research for federal and state public health, as well as community non-profits.

A savvy policy guru, I have exceptional skills in several areas of public policy development. I am an expert in research and analysis of federal and state policy and legislative initiatives and have in-depth knowledge of the federal legislative process and procedure. I have direct experience formulating original legislation - which became law (20 USC § 1059e - Predominantly Black Institutions) and preparing amendments, congressional testimony and advocacy messages. I have the ability to assess legislative and regulatory trends and articulate the impact those trends will have on a particular industry. I am able to condense complicated legislative language into understandable lay terms.

I have acquired expertise on a number of key policy issues, including, but not limited to: education – particularly higher education; health care – particularly equity/health disparities, cultural competency, health literacy, social determinants of health, HIV/AIDS, chronic disease, and behavioral health; workforce protection; economic development; nonprofit tax policy and the federal budget.

I most recently worked on the U.S. House of Representatives Committee on Education and the Workforce. I joined the National Association of State Offices of Minority Health (NASOMH) in July, 2010 as Interim Executive Director. Before then, I served as a Lobbyist at Independent Sector where he handled federal policy matters and managed grassroots campaigns for coalitions of public charities, foundations and corporate giving programs. Prior to working at Independent Sector, I served as a Senior Legislative Associate at the Association of Private Sector Colleges and Universities and as Legislative Director to the Honorable Major R. Owens (NY- 11) where I specialized in education, health and workforce development as well as budget and economic justice issues. Before working on Capitol Hill, I directed leadership development programs for the Maryland Department of Juvenile Services and the Congressional Black Caucus Foundation, Inc.

I hold a Bachelor of Arts degree from Howard University in Sociology with a major concentration in the Administration of Justice and a Master of Arts in Liberal Studies from Georgetown University with a concentration in Social and Public Policy.
