In most cases, tutors gain approval in a subject by passing a proficiency exam. For some subject areas, like music and art, tutors submit written requests to demonstrate their proficiency to potential students. FORTRAN was my first programming Language. I started in FORTRAN IV and went to FORTRAN 77. The new features of FORTRAN have made some of the original limitations of FORTRAN fall by the wayside.
FORTRAN was designed to do mathematical equations easily and there is a wide body of support of math functions that can be used.

Perl is probably my favorite language as it is a very good way to parse information from any ASCII type of file. Perl used to be the dominant server side "CGI" scripting language. It is a great language to learn computing algorithms and basic programming constructs.
PHP is a great language to do client side scripting. You'll need a server side component so that you can create and process requests. PHP is very good for creating dynamic webpages and linking to a MySQL database.
