Hi,
 
To find the equation of a linear line, you could use the formula
y - y1 = m (x - x1), 
where (x1,y1) is a point on the line and m is the gradient of the line.
 
For this question, the point is (3, 7) and the gradient is -4.
 
So,
y - 7 = -4(x-3)
 
Simplifying this, you will get:
 
y = -4x +19

 Line Equation in General:
 
      Y = mx + b
 
     For this problem:
 
      Y = -4X + b
 
       Passes through ( 3,7)
 
      7 = -4 (3) +b
 
        b = 7 +12 = 19
 
        Y = -4X + 19
