Let me make sure I understand:  n = inmates in millions (1.0 = 1 million), and the formula is

n = 0.03x - 58.79

You named x = 2002, so n = (0.03)(2002) - 58.79;  60.06 - 58.79 = 1.27.  Rounded to 1 decimal place, that = 1.3 million.

If we set 1.3 = (0.03)(x) - 58.79, then add 58.79 to both sides:  60.09 = (0.03)(x)

Divide both sides by 0.03:  60.09/0.03 = 2003, the year which had 1.3 million inmates
